一、项目简介
1、项目概况：吉林省桦甸市油页岩示范电厂，是我国利用低热值燃料油页岩，通过低倍率循环流化床锅炉发电、供热及利用排放的废渣生产新型建筑材料三位一体的综合性电厂，该厂始建于1993年，1998年9月竣工投产，一期工程安装3台65t／h低倍率循环硫化床锅炉和CC12、B6汽轮发电机组各一台，装机1.8万KW，装备年产8万立方米灰渣空心砌块生产线 一条。按照桦甸市总体规划要求，到2005年，供热面积达156万平方米(其中包括一期供热面积72万平方米)。到2015年供热达到206万平方米。要解决这一矛盾，只有对电厂进行扩建。增加1台130t/h循环流化床锅炉和1台C25汽轮发电机组和供热管网工程扩建后，总装机为4.3万KW，扩建年产30万立方米灰渣空心砌块三位一体的油页岩综合利用项目。桦甸地下油页岩储量4.8亿吨，可开采量3.6亿吨。矿井共有资源储量10536万吨，按综合回采率65%计算，矿井可开采约为6866万吨，按年产60万吨计算，矿井服务年限为76年。

Oil Shale Example Power Plant Extension Project
A. Outline of Project
1. Outline of Project : Oil Shale Example Power Plant of Jilin Province , it the comprehensive power plant with oil shale , it can provide power , heating and produce new style construction material with the waste residue . The plant was build in 1993 , put into production in Sep.1998 . 3 sets of 65t/h boilers and one set of CC12 and one set B6 Turbine as well as an brick assemble line ( capacity : 80,000 m3 , 18,000 KW ) were installed in the first phase of the project . According to the general plan of Huadian City , until 2005 , the heating area will reach 1.56 million m2 ( including 720,000 m2 of the 1st Phase ) . The heating area will reach 2.06 million m2 in 2015 . In order to solve this problem , the only way is extending the current power plant . To add 1 set 130t/h boiler , 1 set C25 turbine and extend the heating nets to the capacity of 43,000 KW , also to extend the brick production capacity of the brick factory with another 300,000m3 . The underground Oil Shale Deposit of Huadian is 480 million tons , can be exploited 360 million tons . The total exploit capacity of mining shaft is about 68.66 million tons , to be calculated as 600,000 tons / year , the shafts can serve 76 years .
