一、项目简介
1.项目概况拟建体育场馆为一个服务于城市的国际标准体育馆为主体的建筑群，该中心包括4万人体育场，用于田径、足球、大型表演和室外展览；1万人多功能室内体育馆，用于冰上运动、篮球、排球和大型娱乐；3千人游泳馆，包括游泳、水球、跳水、水上芭蕾和娱乐设施以及配套训练馆、新闻、商务中心
2.项目效益分析：建成后不仅可以满足生活水平日益提高的广大人民群众观赏高水平比赛的要求，促进我市竞技体育水平的提高，对拉动我市经济增长起到至关重要的作用。
3.合作方式及合作年限：以土地置换式BOT方式3年
4.投资估算：由于该项目招标工作刚刚结束，暂时无法准确计算投资额，体育馆暂估算3.5亿元人民币，体育中心估价约13亿元人民币
5.建设地点：吉林市体育场馆拟建设在市区松花江南岸，规划南山街以东、宜山路以北、滨江东路以南，吉丰铁路围合的长方形用地内
6.占地面积及建筑面积：用地面积40公顷，总建筑面积138500平方米，其中体育馆总面积26075平方米，公寓总面积73022平方米，游泳中心面积20700平方米，训练馆面积6700平方米。容积率0.35，绿化面积99200平方米，绿化率0.25
7.项目进展情况：该项目是吉林市“十五”期间重点发展的工程项目，目前吉林市城市规划局对该项目方案设计国际招标已结束，中标单位澳大利亚COX公司已经完成了初步设计
二、中方概况：
1.单位名称：吉林市城建资金引进管理办公室
2.单位概况：该办公室成立于1998年5月，主要职能：一是收取城市建设项目前期费，每年约723万美元；二是对越山路、和平路、黎明路、荒山嘴子等四个出入口出入的机动车辆收取通行费，每年约964万美元。

Gymnasium center & gym construction project
一、Brief Introduction of Project
1.Project Outline：Gym will be built and it’ll service the need of municipal international level. It’s a main architecture community. The center includes a gym with 40 thousand persons. It can use for track and field, football, big performance and show outside. The inside gym with 10 thousand persons can use for skating sports, basketball, volleyball and big entertainment. The natatorium with 3 thousand persons includes swimming, water ball, diving, ballet on the water, entertainment facilities and its training place, newspaper and commercial center.
2. Analysis of Economic Benefit：After it’ll be set up, it’ll meet with demands of people and advance people’s level of enjoying. It’ll accelerate to advance our gymnasium level. It’ll also play an important role for our economic increasing.

4.Estimated total Investment: Because the work of bidding is just finished, it can’t calculate the total investment. Estimated total investment of gymnasium is 350 million Yuan RMB. Estimated total investment of gym center is 1300 million Yuan RMB.
5. Construction Site：Jilin City gymnasium will be in the south shore of Song Hua River. It’ll design to lie in east of Nanshan Street, north of Yishan Road, south of Bingjiangdong Road and within the square of Jifeng railway.
6.Occupied area & construction area: It’ll occupy 40 hectares. Total construction area will be 138,500 square meters, including gym area 26,075 square meters, apartment area 73,022 square meters, swimming center area 20,700 square meters, training hall area 6,700 square meters. Cubage rate is 0.35. Virescence area is 99,200 square meters. Virescence rate is 0.25.
7. Project Process：It’s an important development project of Jilin city. At present, international bidding for the project has been finished. COX Company of Australia as the bidding sponsor has finished to design.
二、Brief Introduction of Chinese Partner
1.Enterprise Name：Jilin City Construction Funds Import Administrative Office
2.Outline of Enterprise：The office established in May 1998. The main functions: The first: it’ll collect the prophase fees of city construction project. The fees will be 7.23 million USD every year. The second: it’ll collect exit & entry pass fees for vehicle passing by Yueshan road, heping Road, Liming & Huangshanzuizi etc. It’ll be 9.64 million USD.
