一、项目简介
1、项目概况:吉林绕城一级公路是同江至三亚国道主干线长春至珲春支线的一部分，全长68公里，总投资约13亿元。本项目采用一级公路标准建设，计算行车速度100公里/小时 ，路基全宽25.5米，其中行车道宽2×2×3.75米，中央分隔带宽2米，路缘带宽2×0.5米,硬路肩宽2×3米，土路肩宽2×0.75米。路面面层为沥青砼。桥涵设计荷栽为汽车一超20级，挂车一120级。工程分为一期工程和二期工程。一期工程为虎牛沟至大兰旗(西南段)24公里和棋盘街至前阿拉22公里(北连接线)两段，工期为2000一2002年；二期工程为大兰旗至江密峰段22公里，工期为2003一2004。
2、项目效益分析:本项目属于社会公益事业，根据社会效益和费用的计算结果，净现值(FNPV)为4726.3万美元，效益费用比(FBCR)为1.62，内部收益率(FIRR)为17.05%，投资回收期为16.61年。因为本项目一次性投资比较大,拟利用国内金融贷款，根据收入、财力支出计算结果，财务净现值(FNPV)13009.88万美元，财务收入费用比(FBCR)2.0，财务内部收益率(FIRR)11.22%，财务投资回收期16.25年。所以，评价的结果表明，本项目无论从国民经济的角度看，还是从财务的角度看均是可行的。并且项目还具有较强的抗风险能力，具有较强的还贷能力。
3、合作方式及合作年限:利用国内、国外金融组织贷款，采取合资方式或其他形式，合作年限为18—20年。
4、项目总投资:约1.6亿美元，需利用外资2500万美元。其中固定资产投资1.6亿美元，资本金5600万美元。
5、建设地点:吉林市城区外围。
6、外方投资内容:为该项目中的部分路基、路面。
7、预计投资回收期:预计投资回收期17年。
8、项目进展情况:在交通部的指导下，一期工程采取了公开招标的方式，于2000年7月28日开标，2000年9月正式开工建设，到2001年末已完成所有征地拆迁工作及路基土石方工程及桥涵工程，此外还完成任务了90%的路面垫层和70%的路面基层，累计完成工作量6686.75万美元。
二期工程估算投资5.32亿元，现已进入设计招标阶段，2003年可开工建设。

So, the result appraised indicates , this project is no matter from the point of view of national economy, It is this line from the financial point of view. And the project also has stronger returning the ability of the loan.
3、Cooperative way and duration of the cooperative operation Utilize domestic, foreign finance to organize the loan, adopt joint-venture way or other forms , The duration of the cooperative operation is 18-20 years.
