舒兰至前阿拉段一级公路长46.5公里，是省道五桦线上的一部分，是吉林市通往舒兰、五常市及黑龙江省的必经之路。总投资约6240万美元。本项目采用一级公路标准建设，计 算行车速度100公里/小时，路基全宽25.5米，其中行车道宽2×2×3.75米，中央分隔带宽2米，路缘带宽2×0.5米,硬路肩宽2×3米，中央分隔带宽2米,路缘带宽2×0.5米，硬路肩宽2×3米，土路肩宽2×0.75米。路面面层为沥青砼。桥涵设计荷载为汽车一超20级，挂车一120级。工期为4年。
2、项目效益分析： 本项目属于社会公益事业，根据社会效益和费用的计算结果，净现值(FNPV)为4897万元，效益费用比(FBCR)为1.11，内部收益率(FIRR)为13.13%。
因为本项目一次性投资比较大,拟利用国内金融贷款，根据收入、财力支出计算结果，财务净现值(FNPV)6817万元，财务收入费用比(FBCR)1.09，财务内部收益率(FIRR)7.15%，财务投资回收期17.1年。所以，评价的结果表明，本项目无论从国民经济的角度看，还是从财务的角度看均是可行的。并且项目还具有较强的抗风险能力，具有较强的还贷能力。
3、合作方式及合作年限：利用国内、国外金融组织贷款，采取合资方式或其他形式，合作年限为18—20年。
4、项目总投资：约6800万美元，需利用外资4000万美元。其中固定资产投资6800万美元，资本金2000万美元。

8、项目进展情况：该项目于2001年9月委托吉林省交通招标咨询中心对舒兰至丰广段进行了公开招标，至2001年末完成了舒兰至丰广段23。5公里的征地拆迁及部分路基土石方及桥涵工程，累计完成工作量8000万元。丰广至前阿拉23公里的地拆迁工作正在协调中。
